Ask what Google or Instagram ads cost in Dubai and you get ranges that do not agree, usually from agencies that also want to run the ads for you. If you tried ads before and stopped after a month with little to show, the real question is narrower: how much should you put in before you know whether ads work for you?
This guide answers it from your own numbers, after showing what the published figures say, how Google and Meta actually bill you, and how VAT works.
What do published figures say Meta and Google ads cost in Dubai?
Published figures put Meta ads in the UAE at roughly AED 8 to 51 per thousand impressions (CPM) and a Google click at anything from about AED 1 for food and beverage to AED 70 for health and aesthetics, but every figure comes from an agency's or a software vendor's own accounts.
| Source and date | What it reports | Basis and weakness |
|---|---|---|
| Hikmah AI, 31 March 2026 | Meta CPM AED 8 to 40 and cost per click AED 0.60 to 4.50 across the UAE; Instagram feed CPM AED 18 to 32, Facebook feed AED 10 to 22 | 30-day averages from the agency's own client campaigns, no sample size, Ramadan and Eid spikes left out |
| Big AL Consulting, compiled 26 August 2026 | Meta CPM AED 22 to 51 in most categories; for health, wellness and aesthetics, Meta cost per lead AED 25 to 120 and a Google click USD 19.10 (AED 70) | Figures self-reported by named regional agencies, sample sizes not disclosed |
| Digital Gravity, 30 September 2026 | Typical Google cost per click AED 12 to 35 for healthcare, 20 to 45 for real estate, 8 to 22 for home services, 5 to 15 for education, 1 to 6 for food and beverage | Its own campaign data plus other UAE agencies' benchmarks, on a page that sells its services |
| Vaizle, 1 August 2025 | UAE Facebook CPM of 7.47 in 2025 against 2.96 in 2024, cost per click 1.06 | About USD 33,658 of UAE spend in 2025; the table labels only the spend line as USD; published in August, so "2025" is part of a year |
| Superads, undated, checked 24 October 2026 | UAE Facebook cost per click median averaging about 1.08, monthly high 1.664, low 0.501 | Its own users' accounts; no currency on the figures; header and text give different date ranges |
The gaps are large. For healthcare, Digital Gravity's typical Google click is AED 12 to 35, while Big AL's compiled figure for health, wellness and aesthetics is AED 70. If Vaizle's numbers are US dollars, as the dollar signs in its summary suggest, its 2025 CPM is about AED 27.43 at the dirham's fixed rate of 3.6725 per US dollar, the rate used for every conversion on this page.
Why is there no reliable UAE ad cost benchmark?
There is no reliable benchmark because nobody has published one built on a large, independent sample. Big AL Consulting's benchmark page says so: "No large-sample, publicly available UAE benchmark study exists." It adds that regional figures "are self-reported by the named agencies from their managed accounts and do not disclose sample size".
Each source above is weak in its own way:
- Who is in the sample. One agency's clients, or one tool's users, are not a cross-section of UAE advertisers.
- How much money it covers. Vaizle's UAE line rests on about USD 33,658 of 2025 spend.
- Missing labels. Superads gives no currency, so you cannot tell dirhams from dollars.
- What is measured. CPM and cost per click are not what you pay for a customer. That depends on your offer, your page or WhatsApp, and how fast you reply.
Use the ranges for one job: checking whether your own numbers can work.
How much control do you have over Google and Meta budgets?
You set the budget on both platforms: Google states no minimum, and Meta's minimum varies by country, objective and campaign settings rather than being one published AED figure. Google's spend page says: "The amount of your budget is entirely up to you and you can edit this amount whenever you like."
Meta's minimum budget guidance says it weighs "your business vertical, budget type, buying type, bid strategy, optimisation, currency and schedule", and that you should see an alert in Ads Manager if your budget is below the minimum. Its pricing overview recommends you "start with at least USD 5 for your budget and to choose a duration over six days" (about AED 18.36).
| Question | Google Ads | Meta (Facebook and Instagram) |
|---|---|---|
| Is there a minimum? | None stated | Yes, varies by country, objective and settings |
| How does a daily budget work? | An average: up to 2 times on one day, capped at 30.4 times a month (Google) | An average: up to 175% on one day, capped at 7 times a Sunday to Saturday week (Meta) |
| Is VAT added? | Google's VAT notice says it does not add VAT for non-Irish advertisers (Google); check your invoice | Yes, on top of spend, unless your TRN is on the account (Meta) |
| Do budget changes restart learning? | No, for Smart Bidding (Google) | Frequent changes can (Meta) |
How does Google bill against your daily budget?
Google treats your daily budget as an average: it can spend up to twice that on a busy day, but the month is capped at 30.4 times the daily figure. In Google's words, "Your actual spend on any given day may exceed your average daily budget by up to 2 times."
The monthly limit is "the average number of days in a month (30.4) multiplied by your average daily budget", and if ads run past it, "An overdelivery credit will be applied to your account" (Google Ads Help, checked 24 October 2026).
| If you set | Most Google can spend in one day | Most you can be charged in a month |
|---|---|---|
| AED 30 a day | AED 60 | AED 912 |
| AED 50 a day | AED 100 | AED 1,520 |
| AED 100 a day | AED 200 | AED 3,040 |
Work backwards from your monthly budget: to spend AED 1,500 a month, set about AED 49.34 a day (1,500 divided by 30.4).
How does Meta pace a daily budget?
Meta averages over a week. Its daily budget page says Meta "may spend up to 75% over your daily budget" on good days, that "spending won't be more than 175% of your daily budget" in a day, and that "for every week ending Saturday at midnight, spending won't be more than 7 times your daily budget".
With ad set budget sharing on, a day can reach 210% and a week 8.4 times the daily budget. At AED 30 a day, that is up to AED 52.50 in a day and AED 210 a week (AED 63 and AED 252 with sharing), before VAT.
How do you work out a test budget from your own numbers?
Start from what a customer is worth to you, not from what agencies say a click costs. You need four numbers and three sums.
- Average first sale: what a new customer pays the first time, in AED.
- Gross margin: the share left after the direct cost of delivering it (products, staff time, commission).
- Close rate: out of every ten enquiries (form, WhatsApp chat or call), how many pay. Use your own recent records.
- Break-even cost per enquiry = average first sale × gross margin × close rate. This is the most you can pay per enquiry before the first sale loses money.
- Sales you want to see before deciding, for example five. Enquiries needed = that number ÷ close rate.
- Test budget = enquiries needed × break-even cost per enquiry, plus 5% on Meta if your TRN is not on the ad account.
The inputs below are invented to show the arithmetic. Replace them with yours.
| Input | Salon | Skin clinic | Home cleaning |
|---|---|---|---|
| Average first sale | AED 300 | AED 1,000 | AED 500 |
| Gross margin | 60% | 50% | 40% |
| Gross profit per sale | AED 180 | AED 500 | AED 200 |
| Close rate | 25% | 20% | 50% |
| Break-even cost per enquiry | AED 45 | AED 100 | AED 100 |
| Enquiries needed for 5 sales | 20 | 25 | 10 |
| Test budget at break-even | AED 900 | AED 2,500 | AED 1,000 |
| With 5% VAT on Meta, no TRN | AED 945 | AED 2,625 | AED 1,050 |
The test budget always equals the gross profit on the sales you want to see. If the ads only break even, the first sales repay the test; if they do worse, your ad spend is capped at an amount you chose in advance (agency fees and VAT come on top).
Check your numbers against published click costs
Divide a published cost per click by your break-even cost per enquiry. The result is the share of clicks that must become enquiries for the test to break even.
| Example | Published cost per click | Break-even per enquiry | Clicks that must become enquiries |
|---|---|---|---|
| Skin clinic on Google | AED 12 to 35 (Digital Gravity, healthcare) | AED 100 | 12% to 35% |
| Skin clinic on Google | AED 70 (Big AL, health, wellness and aesthetics) | AED 100 | 70% |
| Home cleaning on Google | AED 8 to 22 (Digital Gravity, home services) | AED 100 | 8% to 22% |
| Salon on Meta | AED 0.80 to 2.20 (Hikmah AI, fitness and wellness, its nearest category) | AED 45 | about 2% to 5% |
Only your test can show whether 35% or 70% is realistic for your page. If the rate you need looks implausible, change the inputs first: sell a package rather than a single visit, lift your close rate by replying faster, or start where clicks are cheaper for your sector.
How long should a test run before you judge it?
Give Google more than two weeks and Meta at least one full week without major edits, and longer if customers take time to decide. Google's Smart Bidding learning page says the learning status "never lasts more than seven days", but that "The system takes one to two conversion cycles to converge to a new goal", and that after this you should "evaluate performance over two conversion cycles or a two-week window (whichever is longer)".
A conversion cycle is the time it takes for a click to result in a conversion, so if patients book a week after first clicking, two cycles is two weeks, on top of the settling time. Google also warns that "very restrictive settings, such as tight targets, low daily budgets or narrow targeting, can slow down campaign ramp-up".
On Meta, an ad set leaves learning once delivery is stable, which "usually occurs after about 50 results in the week after the ad set's last significant edit" (Meta Business Help Centre). Until then ad sets "are less stable and usually have a higher CPA", and editing resets learning.
That threshold matters for small budgets. To leave learning on leads, a weekly Meta budget needs to be about 50 times your cost per lead: at AED 100 a lead, AED 5,000 a week.
If you will not raise the budget, Meta suggests "optimising for an event that may be easier and cheaper to achieve", such as landing page views rather than purchases (Meta). Otherwise, accept a "Learning limited" status and judge on cost per enquiry and cost per sale over a longer window.
Note: A workable plan is a four-week test, no structural edits in the first week, and one weekly review against your break-even cost per enquiry. Editing every few days keeps resetting Meta's learning and leaves you nothing to judge.
Should you start with Google Ads or Meta ads?
Start with Google if people already search for what you sell, and with Meta if they need to see it before they want it. Splitting a small first budget across both makes each half slower to learn.
| Your situation | Start with | Why |
|---|---|---|
| Customers search when the need arises (AC repair, deep cleaning, dentist) | Google Search | Your ad appears at the moment of the search |
| The offer sells on looks or novelty (a new cafe, nails and hair, a gym class) | Meta | Instagram and Facebook show the result to people who were not searching |
| Your break-even per enquiry is close to published Google click costs | Meta, or fix your numbers first | The share of Google clicks that must become enquiries may be out of reach |
| Sales start with a conversation | Meta click-to-WhatsApp ads | Replying in time opens a free messaging window of up to 7 days |
Three UAE details matter either way:
- Google's location setting. The default, "Presence or Interest", reaches people likely to be in your target area "as well as people who have shown interest in your targeted locations" (Google Ads Help), which for Dubai can include people abroad. If you only serve people already here, choose "Presence".
- Business use only. "Google Ads can be used only for business purposes in Saudi Arabia and the United Arab Emirates" (Google Ads Help).
- Audience size on Meta. Ad sets "with an audience size of at least 2 million often see better performance" (Meta for Business), so widen a tiny audience before blaming the ad.
Paid ads are not the only way to be found: read how ChatGPT and Google's AI choose which Dubai businesses to recommend before committing a large budget.
Do you pay VAT on Meta and Google ads in the UAE?
On Meta, yes, unless your tax registration number (TRN) is on the ad account. On Google, its VAT notice says it does not add VAT for non-Irish advertisers and leaves you responsible for any tax due, but it does not mention the UAE specifically, so check what your own Google invoices show.
Meta's UAE VAT page says that "Beginning August 2019, Meta ads (i.e. ads on Facebook and other Meta technologies) in the United Arab Emirates (UAE) are subject to a value-added tax (VAT) at the applicable local tax rate", for advertisers whose "Sold to" country is the UAE and who have not added a TRN.
You add it in Payment settings, and "If you add your TRN to your account, Meta doesn't add VAT to your purchase of Meta ads." Because VAT is added on top, "you may be charged more than your billing threshold amount". The UAE standard rate is 5% (Federal Tax Authority).
Google's VAT setting page says: "Non-Irish advertisers: You're now responsible for determining taxes due at your country's local rate."
For VAT-registered businesses, the FTA's Taxable Person Guide (June 2018 edition) explains the reverse charge: when a supplier outside the UAE does not charge VAT, the registered recipient "must self-account for the VAT" as output tax, and may be able to recover it as input tax. How that applies to your Meta and Google invoices is a question for your accountant.
Note: Both platforms' VAT pages were checked on 24 October 2026. Meta says it "isn't able to give tax advice", and Google's notice only says you are responsible for taxes due. If you are not VAT registered, you have no TRN to add, so budget for an extra 5% on every Meta charge.
What besides the ad changes your cost per enquiry?
A lot that changes your cost per enquiry happens after the click, and some before your ad goes live.
- Where the click lands. A slow or confusing page wastes paid clicks; see what a website costs in Dubai, and if paid visitors arrive but do not get in touch, run our self-audit for a website that gets visitors but no enquiries.
- How fast someone replies. A paid enquiry that waits hours may book elsewhere. If nobody can answer at night, a WhatsApp AI assistant is one option.
- What the platform is told to find. Optimise for the event closest to a paying customer that you can get enough of. If Meta brings form leads who never answer, our guide to getting real enquiries from Meta ads and tracking them to bookings covers what to change.
- Edits. With Google's Smart Bidding, a new bid strategy, adding or removing campaigns or keywords, or a significant change of conversion goal starts a learning period; budget changes do not.
- Season. Hikmah AI leaves Ramadan and Eid out of its figures, and its own cost-driver table puts them at 25% to 40% higher CPM, so compare your test with similar weeks.
- Language. If your customers use Arabic and English, run separate ads in each and compare the cost per enquiry.
- Messaging after the click. On the WhatsApp Business Platform, replying within the 24-hour customer service window to someone who came from a click-to-WhatsApp ad on Android or iOS opens a free window that "may remain open for up to 7 days", in which Meta does not charge for marketing, utility, authentication or service messages, though Meta Business Agent messages are still charged (Meta for Developers). See WhatsApp Business API pricing in the UAE.
What should you ask an agency about budget and fees?
Ask questions that separate ad spend from the fee and tie both to your break-even number.
- Will the ad accounts be in my company's name, with my card on file, so I keep the history and VAT receipts?
- Is your fee separate from ad spend, fixed or a percentage, and is 5% VAT added?
- What cost per enquiry are we aiming for, and is it based on my sale value and close rate?
- Which conversion will campaigns optimise for, and how will WhatsApp and phone enquiries be counted?
- Which Google location option will you use?
- How long before we judge the test, and what happens if a Meta ad set shows "Learning limited"?
- For property or clinic ads, who checks the permit and wording before launch? If the campaign pays creators or features staff, see whether your business or staff need a UAE advertiser permit.
Hoorax, which publishes this Journal, sells ads management, so hold us to the same seven questions.
Can someone set up and run the test for you?
Yes. Hoorax is a web studio in Al Barsha 1, Dubai, that builds and runs Google and Meta ads for UAE businesses on your own ad accounts, so the budget is paid straight to Google or Meta and the account history stays yours. Each month you get a one-page report showing visits, enquiries and where they came from. If the ads send people to WhatsApp, the same team builds WhatsApp AI assistants that answer those chats in Arabic and English. Our fees are on the pricing page. Send us a WhatsApp message with your average first sale, close rate and the monthly budget you have in mind, and we will work through the break-even sum with you before any money is spent.
