Ads Manager says the campaign brought plenty of leads. Your team called them: many never picked up, some numbers were wrong, a few said they never filled in a form, and the bookings diary barely moved.
This guide treats lead quality and measurement as one problem: the form settings and replies that filter out junk under UAE rules, and the tracking that shows which leads became bookings. Every rule links to its source, checked on 28 October 2026. Hoorax, which publishes this guide, runs ads for UAE businesses, so weigh our suggestions with that in mind.
Why do Meta lead ads bring leads who never answer?
Mostly because the default setup is built for volume: the form submits easily, the campaign finds people likely to fill in forms, and nobody tells Meta which leads became customers.
Meta's default form type, More volume, "is designed to generate a larger number of leads" (Meta). Maximise number of leads shows your ad to people "most likely to share their contact information with you" (Meta), not people most likely to buy. And Meta says faster follow-up "can improve your lead quality" (Meta).
| What you see | Likely cause | First fix |
|---|---|---|
| Wrong or dead numbers | Prefilled or mistyped details | Phone verification, for "the most current mobile phone number" (Meta) |
| "I never filled in a form" | Quick, prefilled More volume form | Higher intent form |
| Fake names and bots | No verification | Verification "filters out fake leads such as spam bots" (Meta) |
| Answers, but not buyers | No qualifying questions | Multiple-choice questions, then the qualified leads goal |
| Leads resemble form-fillers | Lookalike built from past leads | A lookalike of existing customers, as Meta advises (Meta) |
| Good leads gone cold | Slow follow-up | CRM delivery and ads in staffed hours |
| Calls ignored | Unknown or personal numbers | WhatsApp first, then a company number |
How do you tighten an instant form so fewer junk leads get through?
Choose the Higher intent form type, require phone verification, and add a few multiple-choice questions that separate buyers from browsers.
Use the Higher intent form type
Higher intent tells people your business may follow up and adds "an additional review screen that gives people a chance to confirm their information" (Meta). Meta suggests it when "follow-up or further qualification is required on each lead". Expect fewer submissions; these forms run only on Facebook Feed and Instagram feed on mobile.
Require phone verification (the UAE detail)
With a Higher intent form, switch verification on in the instant form editor; with other form types, tick "Require SMS verification to submit form" in the Destination section. Phone number must be a required field (Meta). People then enter a one-time passcode before the form submits, and a landline cannot verify.
The United Arab Emirates is on Meta's list of markets where codes for Facebook lead ads "are usually sent through WhatsApp instead of SMS"; codes for Instagram lead ads "are generally sent through SMS". Meta says the feature "may be enabled by default for eligible advertisers", so check the setting and expect it to change your lead numbers and cost per lead (Meta).
Ask qualifying questions, and know which ones are banned
Meta is blunt: "Fewer multiple choice questions results in more form submissions, whereas more multiple choice questions typically results in more quality leads" (Meta). Two to four usually do the job: buy or rent, area and move-in timing for property; branch, preferred day and Arabic or English for clinics; area, property size and one-off or regular for cleaning; course and start month for education.
Meta prohibits questions about health conditions and "medical treatments", insurance "including, but not limited to, insurance company name", income and net worth, and "government-issued identifiers" such as passport numbers, which in the UAE would also cover Emirates ID numbers. Break these rules and "your lead ad will not run" (Meta).
If you will message leads on WhatsApp, say so on the form, because WhatsApp lets you contact people only after you have "received opt-in permission" (WhatsApp).
How fast should you reply, and should you call or send a WhatsApp message?
Reply as fast as you can, during hours you can staff, on the channel the lead agreed to. Meta recommends a CRM or Leads Centre because downloading by hand "can take more time to follow up", and running "lead ads during your business hours" (Meta).
What do UAE rules say about calling leads?
Cabinet Resolution No. (56) of 2024 on the Telemarketing Regulations applies to "all companies licensed in the State, including those located in free zones". It excludes calls "made at the request of the Consumer" from unwanted calls, but never says its other controls stop applying once someone fills in your form, so follow them:
- Call only "from 9:00 am to 6:00 pm" (Article 5).
- If there is no answer, call back no "more than once a day and a maximum of twice a week", and not at all if the person turns you down on the first call (Article 5).
- Use local numbers registered under your company's commercial licence, not staff members' personal mobiles (Article 4).
- "Identify the Company and the purpose of the call" at the start, record marketing calls and say so when the call begins (Article 4), and ask whether the person wants to continue before you start selling (Article 5).
Article 4 also requires prior approval for phone marketing from your licensing authority, trained callers, a record of every marketing call, and no marketing calls to numbers on the Do Not Call Registry (DNCR), which TDRA supervises.
What are the fines for breaking the calling rules?
Fines rise with each repeat, under Cabinet Resolution No. (57) of 2024 (Table 1, checked 28 October 2026):
| Breach | 1st (AED) | 2nd (AED) | 3rd (AED) |
|---|---|---|---|
| Calling outside 9am to 6pm | 10,000 | 25,000 | 50,000 |
| Calling back after a refusal, or too often | 10,000 | 25,000 | 50,000 |
| No company name and purpose, or no recording notice | 10,000 | 20,000 | 30,000 |
| Calling from a number not registered to your licence | 25,000 | 50,000 | 75,000 |
| Calling a number on the DNCR | 50,000 | 75,000 | 150,000 |
| No prior approval for phone marketing | 75,000 | 100,000 | 150,000 |
The authority can also warn first, suspend the activity for 7 to 90 days, or cancel the licence (Article 3).
Note: This is general information about Cabinet Resolutions No. 56 and 57 of 2024, not legal advice. Resolution 56 defines telemarketing to include "marketing messages through social media applications", so check with a lawyer before running large WhatsApp follow-up campaigns.
Two first-reply templates you can copy
Send these only to leads who opted in; if you send from the API, check the template rules in our comparison of the WhatsApp Business app and the API.
| When | English | Arabic |
|---|---|---|
| Minutes after the form | Hi {name}, this is {your name} from {business}. You asked about {service} a few minutes ago. Can I ask two quick questions here, or would you prefer a call between 9am and 6pm? |
| Next day, no reply | Hi {name}, following up on your {service} request. Reply 1 to book, 2 for prices, or STOP if you are no longer interested. | مرحباً {الاسم}، نتابع طلبك بخصوص {الخدمة}. أرسل 1 للحجز، أو 2 للأسعار، أو "توقف" إذا لم تعد مهتماً. |
The STOP option matters, because WhatsApp requires you to respect every request "to block, discontinue, or otherwise opt out" (WhatsApp). If nobody can reply in the evening, Hoorax builds WhatsApp AI assistants that answer leads who message you, ask your qualifying questions in Arabic or English and hand the chat to your team; what a WhatsApp AI assistant costs breaks down the numbers.
Why do Ads Manager, GA4 and your bookings diary never agree?
Because each one counts something different, at a different moment, with different rules for who gets the credit.
| Where | What it counts | Why its number differs |
|---|---|---|
| Ads Manager | Form submissions, plus events "attributed to a person who was shown your ad" (Meta) | Credits sales to people who saw an ad without clicking, which other tools "may struggle" to do (Meta) |
| Events Manager | "Both attributed and unattributed events" (Meta) | Adds organic and other-platform traffic, possibly before duplicates are removed |
| GA4 | Visits and key events on your site | Never sees instant forms or chats that skip your site |
| CRM or WhatsApp labels | Leads your team received | Only as good as the source recorded |
| Bookings diary | Bookings and payments | The number that pays, days or weeks later |
Stop trying to make them match. Use Ads Manager for cost and delivery, GA4 for behaviour on your site, and your CRM or diary for leads, bookings and revenue, with every lead tagged by campaign.
Why is a WhatsApp click not a lead, and how do you count WhatsApp taps in GA4?
A tap only proves that someone opened WhatsApp; it becomes a lead when they send a real request. GA4 records an outbound click "each time a user clicks a link that leads away from the current domain" (Google), even if the person then closes WhatsApp without sending anything.
Count taps anyway, because they show which pages and campaigns create interest:
- Point every WhatsApp button on your site to a wa.me link.
- Check that enhanced measurement, including outbound clicks, is on; the click event records link_url.
- In GA4 Admin, go to Data display, Events, Create event. Name it whatsapp_tap, with two conditions: event_name equals click, and link_url contains wa.me (Google).
- Mark whatsapp_tap as a key event with the star next to it in Events, or add it by name with the Mark as key event switch before the first tap arrives (Google).
- Tap your own button and check Realtime. New events take "an hour or more" to work and never apply to past data, and key events can take 24 hours to reach standard reports.
- Add UTM tags to the website links in your ads, so paid taps stand apart.
Then count real leads where chats arrive, with WhatsApp labels or the IDs the API attaches, as our Click-to-WhatsApp ads setup guide explains. For your site's other buttons and forms, run our self-audit for websites with visitors but no enquiries.
Note: If WhatsApp taps become your main Google Ads conversion, bidding learns to find people who tap, the same trap as optimising Meta for form fills. Import qualified leads where you can.
How do you send qualified leads and bookings back to Meta and Google?
Record each lead's stage in a CRM or shared sheet, then send those stages to Meta through the Conversions API and to Google through enhanced conversions for leads, so both learn which people became customers.
Meta: the Conversions API for CRM and the qualified leads goal
Meta's developer pages call this the Conversion Leads goal; Ads Manager labels it Maximise number of qualified leads. Meta says that "starting in April 2026" it "is no longer available for new campaign creation without Conversions API integration", with existing campaigns affected from August 2026 (Meta).
Meta's developer guide says it suits advertisers who use instant forms, "generate at least 200 leads per month" and upload "at least once per day", with a target stage reached "within 28 days" at "a conversion rate between 1% and 40%". Store the 15 to 17 digit Meta Lead ID with every lead.
Meta reports that instant form campaigns using this setup "saw 21% lower cost per quality leads" than Maximise number of leads (Meta). That is Meta's own figure, without a published method.
Below 200 leads a month, record the stages anyway, judge campaigns on cost per booking, and look at a WhatsApp route Meta describes for instant forms: Maximise number of qualified leads, Meta source as the signal source, and Leads with WhatsApp conversations as the follow-up event. Meta says these settings use WhatsApp conversation signals to reach people "more likely to engage and chat with your business through WhatsApp, not just fill in the form" (Meta). Meta does not say how this route fits the April 2026 change, so check what Ads Manager offers your account. For Click-to-WhatsApp chats, a messaging partner can send QualifiedLead and Purchase events through the Conversions API for Business Messaging.
Conversions API or Pixel: do you need both?
Yes, for website events. The Pixel reports from the visitor's browser and the Conversions API from your server or CRM, and Meta says: "For optimal ad performance, we recommend that advertisers implement the Conversions API alongside their Meta Pixel" (Meta for Developers). Send the same event_id and event_name from both, and Meta discards the duplicate when it finds the pair "within 48 hours".
Meta Pixel not working? Three checks
- Diagnostics. The dataset's diagnostics tab shows data Meta removed as prohibited (Meta).
- Restrictions. Under data restrictions, "custom events are automatically blocked until you've reviewed and confirmed them" (Meta).
- Ad blockers. "The Meta pixel may not fire if someone is using an ad blocker" (Meta); the Conversions API fills that gap, as long as both send the same event_id and event_name.
Google: enhanced conversions for leads
Google calls it "an upgraded version of offline conversion import that uses user-provided data" (Google Ads Help). Your website form sends a hashed email or phone number, matched against signed-in Google Accounts; later you import the leads that qualified or converted. Google requires phone numbers in E.164 format: +971 and the number, with no spaces or dashes.
Google's page says that from 15 June 2026 these uploads move to the Data Manager API and are blocked in the Google Ads API, apart from limited legacy access, so check that your developer or CRM connector has switched. Data Manager can import from Google Sheets, HubSpot and Salesforce. Google's page covers website forms, not WhatsApp chats.
What limits does Meta place on tracking for UAE clinics and other health businesses?
Meta's terms bar sharing people's health information through its business tools, and Meta can restrict event sharing from websites it places in restricted categories, so clinic tracking has to run on neutral data.
Meta's prohibited information list includes "medical procedures, treatments and testing" and "places of treatment and counselling". Event, conversion and audience names "must not reflect, imply or be based on any prohibited information", and UTM parameters can leak it.
Meta can also put a website in a data source category with extra limits, by region or globally: core setup, which "restricts the sharing of custom parameters and parts of URLs following the domain"; restrictions on "specific mid- and lower-funnel events"; or full restrictions. You can ask Meta to review a category. The Conversions API is itself a Meta Business Tool (Meta for Developers), so server events are covered too. In practice:
- Name events neutrally (qualified_enquiry, booking_confirmed), never after a treatment.
- Keep treatment names out of URLs and UTM tags on pages carrying the Pixel.
- Send stages, not clinical details: reached, qualified, booked, attended.
Note: This is general information, not legal advice. Dubai has separate rules for clinic advertising, which our ads budget guide for Dubai summarises, and our guide to WhatsApp bookings and reminders for clinics covers the step from booking to attendance.
What should your lead-to-booking tracking checklist include?
It should run from the form to the first reply, the calling rules, lead stages and the data you send back to Meta and Google. Copy these 17 checks into your own sheet: compiled from the Meta, Google, WhatsApp and UAE government pages cited above and checked on 28 October 2026, they are free to reuse with a link to this page.
| # | Check | Where | Done when |
|---|---|---|---|
| 1 | Form type is Higher intent | Instant form editor | The review screen appears |
| 2 | Phone verification on | Form editor (Higher intent) | Downloads show phone_number_verified TRUE |
| 3 | Two to four qualifying questions | Form editor | None about health, insurance, income or IDs |
| 4 | WhatsApp opt-in wording | Form editor | The form mentions WhatsApp contact |
| 5 | Leads delivered automatically | CRM or Leads Centre | A test lead reaches the person on shift |
| 6 | Ads run only in staffed hours | Ad scheduling | Ads pause when nobody can reply |
| 7 | First-reply templates ready | WhatsApp app or API | Arabic and English versions saved |
| 8 | Calls follow Resolution 56 | Phone system | Company number, 9am to 6pm, call-back limits, DNCR checked |
| 9 | Every lead has a source and stage | CRM or sheet | New, reached, qualified, booked, paid or lost |
| 10 | Meta Lead ID and +971 numbers stored | CRM | Lead ID column; numbers in E.164 |
| 11 | WhatsApp taps are a GA4 key event | GA4 Admin, Events | Your test tap shows in Realtime |
| 12 | Click-to-WhatsApp chats labelled by ad | Labels or API data | Each chat shows its ad |
| 13 | Pixel and Conversions API deduplicated | Events Manager | Same event_id and event_name from both |
| 14 | Qualified stages sent to Meta | CRM dataset | Daily uploads, once past 200 leads a month |
| 15 | Qualified website leads sent to Google | Google Ads Data Manager | The qualified lead goal receives data |
| 16 | Neutral event names (clinics) | Events Manager | No treatment names in events or URLs |
| 17 | Weekly scorecard reviewed | Dashboard or sheet | Cost per booking by campaign |
What does a one-screen view of cost per booking look like?
One weekly table from lead to payment. The numbers below are invented to show the arithmetic, not results from any account.
| Line | A: More volume form | B: Higher intent, verified |
|---|---|---|
| Spend (AED, as invoiced) | 5,000 | 5,000 |
| Leads in Ads Manager | 200 | 100 |
| Cost per lead (AED) | 25 | 50 |
| Reached by phone or WhatsApp | 80 | 75 |
| Qualified | 30 | 40 |
| Booked | 12 | 20 |
| Attended and paid | 9 | 17 |
| Cost per booking (AED) | 417 | 250 |
| Cost per paying customer (AED) | 556 | 294 |
Campaign A wins on cost per lead and loses on everything that matters. Compare cost per paying customer with the most you can afford, which our ads budget guide works out from your margins, VAT included.
Can someone set this up for you?
Yes. Hoorax, an AI-native web studio in Al Barsha 1, Dubai, runs Meta and Google ads on your own ad accounts with a one-page monthly report of enquiries and where they came from, and builds dashboards for leads, sales and spend, where a cost-per-booking view like the one above can live. Its WhatsApp AI assistant answers leads who message you in Arabic or English, asks your qualifying questions and hands the chat to your team. See what each service costs, then send us last month's leads and bookings on WhatsApp, and we will tell you which parts of the checklist we can take on.
