Your ads open WhatsApp and the chats arrive, but many go cold. The first reply came hours later, the price question got a request to phone instead, and at the end of the month nobody can say which ad brought the customers who actually paid.
A Click-to-WhatsApp ad is only half the job; the other half is what happens in the chat. This playbook covers both, from the setup screens in Meta Ads Manager to what you pay, when replies are free, how to qualify and hand over, and how to tie a booking back to an ad, with every source checked on 24 October 2026.
What is a Click-to-WhatsApp ad?
It is a Meta ad whose button opens a WhatsApp chat with your business instead of a website. Meta's Business Help Center says these ads "send people that click on your ads directly into conversations with your business on WhatsApp", and that you can create them in Ads Manager if you have "a WhatsApp number that's either connected to your Facebook Page or your business portfolio".
They are part of a wider family Meta calls ads that click to message, which can also open Messenger or Instagram Direct. If you use more than one of those apps, Meta lets you select several destinations in one ad, and "your ad budget will be shared among the destinations you choose based upon the likelihood of a conversation" (Meta Business Help Center).
You can run them with either version of WhatsApp for business. The setup article lists two starting points: "downloading the WhatsApp Business app" or integrating "with the WhatsApp Business API". The difference shows up later, in message fees, automation and tracking, and our guide to the WhatsApp Business app versus the API explains when each fits.
Where can a Click-to-WhatsApp ad run?
A Click-to-WhatsApp ad can be shown on Facebook, Instagram and in WhatsApp itself. Meta's overview of ads that click to message lists Facebook, Instagram and WhatsApp as the placements for a WhatsApp destination, and the WhatsApp Business product page names News Feed, Stories and Marketplace on Facebook and Instagram.
| Placement | Notes from Meta | Source |
|---|---|---|
| Facebook Feed, Stories and Marketplace | Standard placements for ads that click to WhatsApp | WhatsApp Business |
| Instagram Feed and Stories | The same ad can run on Instagram; the chat still opens in WhatsApp | WhatsApp Business |
| WhatsApp Status | Shown only in Status, "separate from chats and calls", as 9:16 images or videos; the Instagram Stories placement must also be included; Meta is introducing it gradually and it "may not be available in your country right now" | About ads in WhatsApp Status, Create ads in WhatsApp Status |
Two Status details catch advertisers out. Advantage+ placements include WhatsApp Status by default, but "advertisers who have used brand safety and suitability controls on Facebook, Instagram or Threads in the past 12 months are automatically opted out" of it (Meta Business Help Center). And the WhatsApp Status placement automatically includes people whose age is unknown; ads delivered to them "must be suitable for people of all ages", and you can exclude them by deselecting that option.
How do you set one up, step by step?
Connect your WhatsApp number to your Facebook Page, then create a campaign in Meta Ads Manager, choose WhatsApp as the message destination and build the message template people see when the chat opens. Meta publishes one flow per objective; the leads version, from its setup article, runs like this:
- Connect WhatsApp first. Link your WhatsApp Business number to your Facebook Page (Page settings, Linked accounts, WhatsApp, then a confirmation code), or connect the number to your business portfolio. Meta's connection guide adds that you can connect several numbers to one Page.
- Create the campaign. In Ads Manager, click + Create and choose an objective: Traffic, Engagement, Leads, Sales or Awareness. For enquiries, Leads is the natural choice.
- Choose WhatsApp as the conversion location. With Leads, select WhatsApp in the Conversion section; Meta sets the performance goal to "Maximize number of conversations" by default.
- Pick the Facebook Page. "The WhatsApp number connected to your Facebook Page will be the one connected with the campaign", so check it is the number your team answers.
- Set budget, schedule and audience. Meta's best-practice page recommends running for "7 or more days to achieve stable results and account for weekly fluctuations" (Meta Business Help Center).
- Build the message template. In the Message template section, create a new template or reuse one. Depending on the objective, Meta offers "Start conversation", to set a greeting and suggested questions people can tap, and, where available, "Collect info with a form in WhatsApp", which uses WhatsApp Flows to ask structured questions inside the chat.
- Write the ad and publish. Meta advises making it clear "that clicking your ad will open a chat with your business", with a button such as Send Message or Chat Now.
If WhatsApp is grayed out as a destination, Meta's instructions say to click Connect account, enter the number and confirm it. A "WhatsApp number is linked to another Facebook business" error may mean the number is already linked to another business, in which case Meta says you have to remove it as a business asset there first.
Note: In Dubai, some sectors need approval before an ad runs, whatever the format. Real estate ads need a DLD permit QR code and clinic posts need sign-off under DHA rules; the question "Do real estate and clinic ads need approval before they run?" in our Google and Meta ads budget guide for Dubai summarises both. If you pay creators to promote the ad, also check whether your business or staff need a UAE advertiser permit.
What does it cost: ad spend versus WhatsApp message fees?
You pay two separate things: the ad itself, from the budget you set in Ads Manager plus VAT, and, only if you reply through the WhatsApp Business Platform, Meta's per-message fees. Replies sent from the WhatsApp Business app carry no message fees: Meta says the app "stays free" and that messaging is "not changing" (WhatsApp Business).
The ad. Meta charges your budget, and its UAE VAT page says Meta ads are subject to VAT "at the applicable local tax rate" for advertisers whose "Sold to" country is the UAE and who have not added a tax registration number; "if you add your TRN to your account, Meta doesn't add VAT".
The UAE rate is 5 per cent (UAE Government portal). How big a budget makes sense depends on your margins, which our guide to how to set a Google and Meta ads budget in Dubai works out from your own numbers.
The messages, on the API. Meta charges per delivered message by category, using the customer's country code. For UAE (+971) numbers, Meta's rate tool on its WhatsApp Business Platform pricing page lists these rates, effective 1 October 2026:
| Message type | AED per message to a UAE number | When it applies after an ad |
|---|---|---|
| Messages the customer sends you | Free | Always |
| Service (free-form replies by staff or your own AI) | 0.0576 after the first 1,000 each month per business number | Free inside the free entry point window |
| Utility (confirmations, reminders) | 0.0576 | Free inside the free entry point window |
| Marketing (offers, follow-ups) | 0.2115 | Free inside the free entry point window |
| Meta Business Agent | USD 2.00 per million tokens, about 4 to 5 US cents a message | Charged even inside the window |
Sources: Meta's rate tool and developer pricing page, checked 24 October 2026.
Here is how one chat from an ad works out on the API, as an illustration priced at those rates:
| One chat from an ad | What you send | Meta's charge |
|---|---|---|
| Customer taps on a phone; you reply within 24 hours and send 6 replies, a booking confirmation and a reminder while the window is open | 8 messages | AED 0 |
| Same chat, but the customer wrote from WhatsApp Web, so no free window opens | 6 replies, 1 confirmation, 1 reminder | AED 0.1152 for the two templates, plus AED 0.0576 per reply once the number has used its 1,000 free service messages that month |
| You miss the first 24 hours and send one marketing template to re-open the chat | 1 template | AED 0.2115 |
| Meta Business Agent writes the 6 replies on the API | 6 messages | About USD 0.24 to 0.30, at Meta's estimate of 4 to 5 US cents each |
The full rate table, including foreign numbers, is in our guide to WhatsApp Business API pricing in the UAE.
When are replies free after someone taps an ad?
On the WhatsApp Business Platform, replies are free for up to 7 days when the customer messages you from a Click-to-WhatsApp ad on the Android or iOS app and you reply within 24 hours.
Meta's developer documentation calls this the free entry point window: your first reply is not charged and opens it, the window "may remain open for up to 7 days", and inside it Meta does not charge for marketing, utility, authentication or service messages. Meta Business Agent messages remain charged.
| Entry point | Free window | Source |
|---|---|---|
| Click-to-WhatsApp ad, customer on Android or iOS, reply within 24 hours | Up to 7 days from your reply | Meta for Developers |
| Click-to-WhatsApp ad, customer on WhatsApp desktop or web | None: "our desktop and web apps are not supported" | Meta for Developers |
| WhatsApp button on your Facebook Page | 72 hours according to respond.io and Meta's consumer pricing page; not described in Meta's developer documentation | respond.io, WhatsApp Business |
| Any chat answered from the WhatsApp Business app | No message fees at all | WhatsApp Business |
Meta's own pages do not agree on the Page button. Its consumer pricing page still says that after a message "from an Ad that clicks to WhatsApp or Facebook Page call-to-action button", for "the following 3 days (72 hours), all of your messages are not charged", while its developer documentation describes up to 7 days for ads only.
Go by the developer documentation and your invoices. Our guide to when WhatsApp messages are free after an ad covers the window in more depth.
The free window changes what you pay, not what you may send. Free-form replies still need an open 24-hour customer service window, which "opens and resets with each user message", so once a customer goes quiet for a day, your follow-ups must be approved templates (Meta for Developers).
What should happen in the first minutes after someone taps?
Someone should greet the person, answer the question the ad raised, ask two or three qualifying questions and offer the next step (a booking, a price or a call) before the conversation cools. Meta's own advice is to "choose a greeting that shows that you're available and ready to engage", using a greeting message in the WhatsApp Business app or the welcome message in your ad template (Meta Business Help Center).
A workable sequence:
- The welcome. On the API, Meta lets you attach a welcome message sequence to the ad, which "can include text, prefilled message, and FAQs" (Meta for Developers). Make the suggested questions match the ad: a cleaning company's ad might suggest asking the price of a deep clean for a two-bedroom flat, rather than a bare greeting.
- The answer. Reply to the actual question first. If the ad showed a price, the chat should confirm it.
- Two or three qualifying questions. Meta's guidance for WhatsApp Flows forms applies to chat too: "Ask only for the details you need to qualify a lead" and "put your most important qualifying questions first" (Meta Business Help Center). Area, date and budget usually decide whether you can help.
- The next step. Offer a time slot or a booking form inside WhatsApp; Meta lists appointment booking as a common use of Flows. For salons, spas and clinics, our guide to WhatsApp bookings and reminders in Arabic and English has booking and reminder templates you can copy.
- The hand-over. Whenever automation replies, WhatsApp's Business Messaging Policy requires "prompt, clear, and direct escalation paths", such as an in-chat transfer to a person. Decide who that person is for each shift.
If an AI assistant does the first reply, the cost depends on whose AI it is. Replies from your own assistant on the API are service messages, free inside the window. Meta Business Agent can be told to answer only "customers coming from ads", according to its product page, but on the API its replies are charged even there. Our guide to whether an AI chatbot is allowed on WhatsApp Business covers the rules for both.
Note: If your number runs on both the WhatsApp Business app and the API (Meta's coexistence set-up), Meta warns that a person messaging you for the first time from an ad may trigger an "unsupported message" error on the API for a few seconds. Meta's advice is to check the WhatsApp Business app for that message (Meta for Developers).
How do you tell which ad brought a customer?
Ads Manager tells you how many conversations each ad started; to know which ones became paying customers, you have to record the source of each chat and report the outcome back. Meta's Status ads article lists reporting such as "impressions, clicks and messaging conversations started", which stops at the chat.
On the API. When someone messages you from an ad, Meta's webhook includes a referral object with the ad's ID, its headline and body text, and a click ID, ctwa_clid (Meta for Developers). Store those with the chat in your CRM. The click ID "is omitted entirely" for messages from WhatsApp Status ads, so Status leads need another label.
Sending results back to Meta. Meta's Conversions API for Business Messaging lets a business messaging partner send events that happen in chats back to Meta, matched by the click ID, to "understand and improve performance" of the ads that started them. Supported events include LeadSubmitted, QualifiedLead and Purchase.
On the WhatsApp Business app. There is no webhook, so use what the app offers: a different prefilled message for each ad and the app's labels to mark each chat as a lead, a booking or a sale.
Then do the sum that matters each month: ad spend including VAT, divided by the number of paid bookings that came from the ads. Compare that with the most you can afford to pay per customer, which our ads budget guide shows how to calculate. If the chats arrive but few become bookings, our guide to Meta ad leads that never answer covers getting real enquiries and tracking them through to bookings.
Meta's own UAE example shows the full chain. In a success story, Arabian Automobiles Company, the Nissan distributor in Dubai and the Northern Emirates, ran ads that click to WhatsApp alongside ads that click to its website in April 2025, followed up with automated messages and a WhatsApp Flows test-drive booking, sent a reminder 24 hours later to people who did not finish, and connected its CRM to WhatsApp.
The story credits the combined approach with 2X more leads and a 56% lower cost per lead than the company's usual approach, and labels those results "self-reported and not identifiably repeatable".
When is a form or a landing page a better destination?
A form or a landing page can fit better when nobody can answer chats quickly, when buyers want to compare options or prices before talking, or when you need the same details from every lead. WhatsApp is strongest when the sale starts with a conversation and someone replies fast.
| Destination | Fits when | Meta's own option |
|---|---|---|
| WhatsApp chat | The sale starts with a question, and someone can answer at the hours people tap | Start conversation template (Meta) |
| A form inside WhatsApp | You need area, date and budget from every lead, and some people prefer to chat | WhatsApp Flows on ads that click to WhatsApp, which offer both a form and a chat (Meta) |
| Your website or landing page | Buyers compare options or prices first, or you need a booking engine that WhatsApp cannot replace | Ads that click to your website, which Meta's UAE case study ran alongside WhatsApp (Meta) |
Meta says WhatsApp Flows are "only available for single destination ads that click to WhatsApp", and that the feature "may not be available to all advertisers yet". In the WhatsApp Business app, form responses appear in the chat thread and can be downloaded per response or for the whole campaign.
If you choose your website, check that the page can turn paid visitors into enquiries first: our self-audit for a website that gets visitors but no enquiries walks through it.
What mistakes cost UAE advertisers money with these ads?
The costly mistakes are slow first replies, budgeting on free windows that may not apply, letting a charged AI answer free chats, and judging a campaign before it has run a week. Each one below is drawn from Meta's documentation or from the sources it contradicts:
- Replying after 24 hours. On the API you lose the free window, and outside the customer service window you can only send templates (Meta for Developers).
- Budgeting on free Page-button chats. Meta's developer documentation describes the free window for ads only; the 72-hour Page-button window appears on Meta's consumer page and on respond.io, not in the developer documentation.
- Counting Meta Business Agent replies as free. They are charged inside the free window on the API.
- No payment method on the API account. Meta delivers service messages within the 1,000 free ones and then stops if there is no payment method (Meta for Developers), which can silence the replies your ads depend on.
- Promotions inside "utility" reminders. Meta treats templates with mixed content, "such as an order update with a promo", as marketing, and repeated misuse can cap utility sending for a minimum of 7 days (Meta for Developers).
- Too many follow-ups. WhatsApp "may limit the number of marketing template messages a WhatsApp user receives from any business" when they are less likely to engage (Meta for Developers).
- Judging after three days. Meta recommends at least 7 days of running time for stable results.
- Forgetting VAT. Without your TRN on the ad account, Meta adds VAT to every charge (Meta Business Help Center).
- Expecting click IDs from Status ads. They do not carry one, so label those chats another way.
Hoorax, which publishes this Journal, sells both ads management and WhatsApp assistants, so check that any supplier, including us, avoids these nine mistakes.
Can someone run the ads and answer the chats for you?
Yes. Hoorax is a web studio in Al Barsha 1, Dubai, that handles both halves of this guide: the ads and the chats. It builds and runs Click-to-WhatsApp and other Meta and Google ads on your own ad accounts, with a one-page report each month showing visits, enquiries and where they came from. It also builds WhatsApp AI assistants on Meta's official platform that answer in Arabic and English with your prices and booking link, ask your qualifying questions and hand the chat to your team when a customer asks for a person. The ad budget and any Meta message fees are billed to your own accounts. Our fees are on the pricing page. Send us a WhatsApp message with what you sell and your monthly ad budget.
