You asked three companies for a WhatsApp AI assistant (some call it an AI receptionist) and got three quotes that seem to describe different products: a few thousand dirhams, a monthly subscription in US dollars, and a six-figure project. None says what you will pay in month thirteen.
There is no single price: there is a one-off build plus running costs billed by different companies, in different currencies. This guide separates them, with figures checked on 24 October 2026, and ends with a worksheet.
What are you actually paying for with a WhatsApp AI assistant?
Expect one build fee, then four running costs: the provider's fee, Meta's message fees, AI model usage, and staff time for the chats a person takes over. Many quotes fold several into one figure, which is why they are hard to compare.
| Cost line | One-off or recurring | Who charges it | What pushes it up |
|---|---|---|---|
| Build and setup | One-off | Agency, studio or freelancer | Integrations, content preparation, Arabic quality, data rules |
| Platform or inbox | Monthly or yearly | WhatsApp software provider | Staff seats, contact volume, AI add-ons |
| Meta message fees | Per message | Meta, directly or through your provider | Replies and templates you send |
| AI model usage | Per conversation | AI provider, or bundled by your platform | Conversation length, model, volume |
| Staff time | Monthly | You | Share of chats a person handles |
| Upkeep | Yearly | Vendor retainer or your team | Changes to prices, services and policies |
Then add VAT: VAT-registered UAE suppliers add the standard 5%, and a VAT-registered business buying from a supplier with no UAE establishment, such as a platform billing in dollars from abroad, accounts for the VAT itself under the reverse charge.
Note: An assistant that serves your own customers is allowed. Meta's terms bar general-purpose AI assistants, where the AI is the product, from the WhatsApp Business API from 15 January 2026, and Meta told TechCrunch this does not affect businesses using AI to serve customers.
Why do UAE quotes for a basic chatbot differ so much?
Because "basic chatbot" covers several products, and each price guide reflects what its author sells. A September 2026 roundup by Nexus Labs, a UAE AI studio, compared three UAE-focused guides and found entry prices for a basic FAQ chatbot starting 25 times apart.
| Price guide (as cited in the roundup) | Band for a "basic" chatbot |
|---|---|
| Gravitybase, a Dubai agency | AED 6,000 to 15,000 |
| Emtech, a UAE firm | AED 12,000 to 25,000 |
| Appinventiv | AED 150,000 to 275,000 |
The roundup gives three reasons:
- "Chatbot" is not one product. A decision-tree bot answering a fixed list of questions and an assistant that reads your policies and answers in Arabic share a name, not a scope.
- Some AED prices are converted dollar prices. The roundup notes that the highest guide's bands (AED 150,000, 275,000, 735,000 and 1,470,000) come out at roughly USD 40,000, 75,000, 200,000 and 400,000 at the 3.6725 peg: a global rate card, not a UAE project price.
- Each guide reflects its author's order book. A firm that builds for banks publishes bank-sized numbers.
What does the build cost, and what changes the price?
Published UAE bands start at AED 6,000 for a basic FAQ bot, and one studio's own price list runs to AED 240,000 for an assistant that writes back to your CRM and hands over to staff. The roundup's author labels these bands as its own prices, not a market survey:
| Scope | Nexus Labs' own band |
|---|---|
| Scripted FAQ assistant, one channel, no integrations | AED 15,000 to 30,000 |
| Bilingual assistant answering from your documents, one or two integrations | AED 45,000 to 95,000 |
| Multi-system assistant with CRM write-back and handover | AED 110,000 to 240,000 |
| Discovery sprint, credited against the build | AED 12,000 |
What moves the price, according to the same source:
- Integrations, the biggest single driver. An assistant that answers from your documents is one build; one that also reads live stock, writes to your CRM, raises tickets and checks delivery status is, in the roundup's words, five builds. Count the systems in your brief.
- Your content. If your price list, policies and FAQs contradict each other, someone must fix that first. You can do much of it yourself, free.
- Which Arabic. Current models handle Modern Standard Arabic well. Gulf dialect, voice notes and mid-sentence switches between Arabic and English need testing by someone who reads both.
- Where data is processed. Health, finance and government suppliers may need in-region processing, which adds cost. OpenAI, for example, charges a 10% uplift on regional processing endpoints for models released on or after 5 March 2026.
- Who maintains it. If the quote does not say who updates content and reads transcripts, the answer is you.
Note: WhatsApp's Business Messaging Policy says not to use WhatsApp for telemedicine or to send or request health information if applicable regulations bar sending it to systems that do not meet heightened requirements for health data. For clinics, bookings, directions and general questions are the safer scope.
How salons, spas and clinics take bookings and send reminders on WhatsApp, and what clinics must do differently with patient data, is covered in WhatsApp bookings and reminders for UAE salons and clinics.
What are the monthly running costs?
The monthly bill comes from the platform, Meta, the AI model and your staff. The platform fee is the one vendors publish, usually in US dollars. Below are listed prices checked on 24 October 2026, at AED 3.6725 per dollar, the peg in place since 1997, excluding VAT and Meta fees.
| Platform and plan | Listed price | About, in AED | What the listing says |
|---|---|---|---|
| respond.io Starter | USD 79 a month, billed yearly | AED 290 | 5 users, extra users USD 12; no AI Agents listed |
| respond.io Growth | USD 159 a month, billed yearly | AED 584 | 10 users, extra users USD 20; AI Agents, AI usage under a fair use policy |
| WATI Growth | USD 119 a month, paid annually | AED 437 | 3 users (read from the Arabic page UAE visitors are sent to) |
| WATI Pro | USD 179 a month, paid annually | AED 657 | 5 users; Astra AI agents priced separately |
| ChatDaddy Basic | $119 a month (currency not stated) | About AED 437 if USD | Up to 5 teammates (page dated 27 March 2026) |
| Tawasel Starter, Growth, Pro | AED 99, 279 or 549 a month | Same | Abu Dhabi provider; says it passes Meta's charges through at cost |
Why the dollar price is a trap
- Sources disagree. ChatDaddy's March 2026 comparison lists WATI at $49 a month plus $12 per agent; WATI's own page showed USD 119 a month, paid annually, for 3 users. Trust the vendor's current page, and get the price in writing.
- Billing period. respond.io Starter is USD 948 a year on yearly billing against USD 1,188 on monthly billing.
- Meta fees are extra. respond.io says WhatsApp fees are not included in any subscription.
- Meta's currency. Meta has offered AED billing since 1 April 2026, but the currency is chosen when the messaging account is created and cannot be changed afterwards; Meta offers a currency migration tool to move to a different one.
Then there is upkeep: one UAE guide cited by Nexus Labs puts it at 25 to 40% of the build cost a year, which Nexus calls the high side of its experience, while warning against any proposal that implies zero ongoing cost. The same one-off versus yearly split applies to your website budget.
How much do Meta's message fees add?
Meta's fees depend on how many messages your business delivers, not how many customers write in. Under Meta's developer pricing documentation, Meta charges per delivered message, by category and recipient country code, and never for messages customers send you.
Since 1 October 2026, bot and staff replies (service messages) are free only for the first 1,000 a month per business phone number, and utility templates sent inside the 24-hour customer service window are charged again. Marketing templates are always charged, except in a free window of up to 7 days that opens when you reply to someone who came from a Click-to-WhatsApp ad on Android or iOS.
Meta charges for each message it delivers, so a bot that splits one answer into three messages pays for three. Meta can change rates only on the first day of a quarter. For current UAE rates, see Meta's per-message rates for the UAE.
Three practical points:
- Keep a payment method on file. Without one, Meta delivers service messages within the free 1,000 but not after, so an assistant can go silent mid-month.
- Know who bills you. A Meta Solution Partner can extend credit and invoice you. A Tech Provider's clients add their own payment method and Meta bills them, while the provider bills its own services. Tawasel says provider markups on Meta's rates range from 10% to over 100% (a vendor claim), so ask.
- Ignore out-of-date pages. On 24 October 2026, Meta's consumer pricing page still called service messages free with a 72-hour ad window, and the Arabic WATI pricing page that UAE visitors are sent to still described per-conversation pricing, which Meta replaced on 1 July 2025. Follow Meta's developer documentation.
How much does the AI itself cost per conversation?
Using one vendor's usage assumptions and OpenAI's October 2026 list prices, the model cost of a six-turn support conversation ranges from about AED 0.01 to AED 1.17, depending on the model tier.
The Nexus Labs roundup estimates about AED 0.23 per conversation for an assistant answering from your documents. It assumes a mid-tier model at USD 2 per million input tokens and USD 10 per million output tokens; about 4,000 tokens of instructions and retrieved content plus 60 tokens of customer message in, and 250 tokens out, per turn; six turns.
That gives about AED 700 a month for 3,000 conversations and AED 2,340 for 10,000, or about AED 1,400 with prompt caching.
The same assumptions (24,360 input and 1,500 output tokens per conversation) applied to OpenAI's standard list prices, at AED 3.6725 per dollar, without caching and before VAT:
| Model (USD per million tokens, input / output) | Per conversation | 1,000 a month | 3,000 a month | 10,000 a month |
|---|---|---|---|---|
| gpt-6-luna (0.10 / 0.50) | AED 0.01 | AED 12 | AED 35 | AED 117 |
| gpt-6.1-sol (2 / 10) | AED 0.23 | AED 234 | AED 702 | AED 2,340 |
| gpt-6-astra (10 / 50) | AED 1.17 | AED 1,170 | AED 3,510 | AED 11,701 |
Model choice affects quality as well as cost, so ask for a test on real customer messages in Arabic and English before agreeing the model.
Sources disagree on what is typical. Meta's pricing documentation estimates a "higher-complexity" third-party AI at about 9 US cents per message (about AED 0.33) in a Brazil example; the roundup's mid-tier estimate works out at about 1 US cent per reply. Meta sells a competing product and the vendor sells builds, so neither is neutral. Some platforms bundle usage: respond.io includes it on Growth under fair use and charges USD 15 per 1,000 extra AI credits.
Is Meta Business Agent a cheaper alternative?
Sometimes, but not automatically. Inside the free window after a Click-to-WhatsApp ad, Meta still charges for its own agent's messages but not for your own bot's replies, so if many chats come from ads, the sum usually favours your own model. Meta's agent answers questions, books appointments and qualifies leads, and comes by two routes with different pricing.
Through Meta's subscriptions. Meta's 3 June 2026 launch post says getting started with Business Agent is free and that businesses will access it through paid subscriptions in the coming months; it says the agent replies in the customer's local language but does not name the UAE or Arabic.
The business tiers of Meta One, launched 15 September 2026, start at USD 14.99 a month (about AED 55) for Essential, which includes more access to Business Agent on WhatsApp, and run to Max, from USD 499 a month. Meta says Meta One is available globally but that plans, pricing and availability may vary by region.
On the WhatsApp Business Platform (API). Meta charges USD 2.00 per million tokens. A message typically uses 20,000 to 25,000 tokens, about 4 to 5 US cents (AED 0.15 to 0.18), covering AI and delivery, with no free messages or volume tiers. Meta's examples: a simple four-message enquiry about 16 to 20 US cents, a ten-message complex one about 40 to 50 US cents.
For 1,000 conversations a month with six replies each:
| Cost line | Your own AI (mid-tier) | Meta Business Agent (API) |
|---|---|---|
| AI cost | About AED 234 | Included in token charge |
| Meta's charge for 6,000 replies | First 1,000 free, rest at the UAE service rate | Included in token charge |
| Total | AED 234 plus up to 5,000 chargeable service messages | About USD 240 to 300 (AED 881 to 1,102) |
| Chats from a Click-to-WhatsApp ad | No Meta charge in the free window | Still charged |
Meta's own comparison, for 10,000 messages in Brazil, finds Business Agent cheaper (about USD 400 to 500 against USD 968), because it assumes the outside AI costs about 9 US cents a message, against about 1 US cent in the roundup's mid-tier estimate.
Run the sum with your own model's price, not either vendor's assumption. If most of your chats come from ads, what matters next is whether they turn into customers: see how UAE businesses get real enquiries from Meta ads and track them to bookings. Whether a custom assistant is allowed on WhatsApp at all, and where Meta's own agent is enough, is covered in Is an AI chatbot allowed on WhatsApp Business in 2026?
Why should you budget for handing chats to a person?
Because WhatsApp requires it and customers expect it. The WhatsApp Business Messaging Policy, updated 23 September 2026, allows automation in the 24-hour window but says you "must also have available prompt, clear, and direct escalation paths", such as in-chat transfer to a human agent, a phone number, email, web support, a store visit or a support form.
| Survey | Sample | Finding |
|---|---|---|
| Visa, by Morning Consult, fieldwork 14 to 28 October 2025 | 1,000 UAE adults | 69% prefer a human customer service representative to AI |
| ServiceNow Consumer Voice Report 2025 | 1,000 UAE respondents | At least 68% prefer people for support; 47% say AI chatbots have not met expectations |
| YouGov for Zbooni, published February 2024 (older data) | 1,000 UAE residents | 87% want a real person over a chatbot or AI; 85% want all businesses to offer WhatsApp support |
Handover costs you three ways: staff time (conversations × share handed over × minutes per chat ÷ 60 gives hours a month), platform seats for whoever answers, and Meta fees, because staff replies are service messages sharing the bot's 1,000 free messages. There is no reliable published UAE figure for the share of chats needing a person, so measure yours in month one.
How do you compare two quotes fairly?
Put both quotes into the same lines, in AED, at the same monthly volume, and compare first-year totals, not launch prices. Ask each vendor to state, in writing:
- The build and each monthly line, in AED, with VAT stated.
- Which systems it connects to, by name, and whether it writes to them.
- Who prepares the content, and whether that is in the price.
- Which AI model, its cost per conversation, and whether that is passed through, marked up or bundled.
- Whether the provider is a Solution Partner or Tech Provider, and any markup on Meta's fees.
- What happens when the assistant cannot answer, and who is notified.
- What month thirteen costs, itemised.
- That you own the number, code, prompts and a chat history export.
- Where customer data is processed and how long it is kept.
Hoorax builds WhatsApp assistants for UAE businesses (see the WhatsApp AI chatbot service); whoever you hire, ask for the quote in this shape.
A worksheet for one-off and monthly costs
The example assumes 1,000 conversations a month, six replies each, with 20% handed to staff at six minutes each. The 20% and six minutes are placeholders, not benchmarks.
| Line | Type | How to work it out | Example |
|---|---|---|---|
| Build | One-off | Fixed written quote | AED 15,000 to 30,000 (scripted, one vendor's bands) |
| Platform | Monthly | Plan plus extra seats, × 3.6725 if in USD | respond.io Growth, about AED 584 |
| AI model | Monthly | Conversations × cost per conversation (skip if bundled) | 1,000 × AED 0.23 = about AED 234 |
| Meta fees | Monthly | (Bot and staff replies, minus 1,000 free, minus replies in a free ad window) × UAE service rate, plus each template × its UAE rate | Up to 5,000 chargeable replies |
| Staff time | Monthly | Conversations × handover share × minutes ÷ 60 | 1,000 × 20% × 6 ÷ 60 = 20 hours |
| Upkeep | Yearly | Itemised content updates and fixes; sense check against 25 to 40% of build | AED 3,750 to 12,000 at that rule of thumb |
| VAT | Each invoice | 5% from VAT-registered UAE suppliers; reverse charge on foreign services if you are registered | Ask your accountant |
First-year cost is the build plus twelve months of the monthly lines, plus upkeep. The roundup does not say whether the 25 to 40% figure includes message and AI fees, so use it to test the vendor's itemised upkeep quote, not as a second charge on top. For what a build can include, see what the WhatsApp AI chatbot service includes.
Can someone build and run the assistant for you?
Yes. Hoorax is a web studio in Al Barsha 1, Dubai, that builds and runs WhatsApp AI assistants for UAE businesses on the official WhatsApp Business Platform. The assistant answers in Arabic and English with your prices and booking link, and hands the chat to your team when a customer asks for a person. Hoorax publishes its setup and monthly prices in AED on the services page, and Meta's message fees are billed to your own Meta account with nothing added by us, so you can put our figures in the worksheet above next to anyone else's. If you need a website as well, the website cost calculator prices both together. For a written quote, message us on WhatsApp with your business and rough monthly chat volume.
