You read the headlines that Meta banned AI chatbots on WhatsApp, and now you are not sure whether the assistant you were about to switch on will get your business number blocked. Or you tried to connect ChatGPT to your WhatsApp Business app and found it is not a simple plug-in.
Meta barred one kind of chatbot, not AI in customer service. This guide explains the rule from Meta's own terms, what Meta Business Agent is and costs, and what to check before any AI answers your customers, with every source checked on 24 October 2026.
What did Meta change on 15 January 2026?
Meta's terms now bar AI companies from using the WhatsApp Business Platform to distribute their own general-purpose assistants, the kind that answer any question, when the AI is the main thing on offer.
Section 4.7 of the Meta Terms for WhatsApp Business Platform (last modified 23 September 2026) says "AI Providers" are "strictly prohibited from accessing or using the WhatsApp Business Platform, whether directly or indirectly", to make their technologies available "when such technologies are the primary (rather than incidental or ancillary) functionality being made available for use, as determined by Meta in its sole discretion".
The same section defines AI Providers as "providers and developers of artificial intelligence or machine learning technologies, including but not limited to large language models, generative artificial intelligence platforms, general-purpose artificial intelligence assistants, or similar technologies".
Meta announced the change in October 2025. TechCrunch reported on 18 October 2025 that the terms would apply from 15 January 2026, and its update on that day said OpenAI, Perplexity and Microsoft had already announced that their WhatsApp chatbots would stop working.
According to respond.io, new API users were under the new terms from 15 October 2025 and existing users from 15 January 2026. Gulf News covered the change for UAE readers on 21 October 2025 under the headline "Meta bans major AI chatbots", which is where much of the confusion started: the ban is on chatbots as a product, not on AI in customer service.
There is one exception, by country. Meta's AI Providers pricing page says AI Providers "are only permitted to offer general-purpose AI assistants on the WhatsApp Business Platform where Meta is legally required to permit this use case".
The markets it lists, as checked on 24 October 2026, are Brazil, Türkiye and 30 European countries including Italy. The UAE (+971) is not among them. TechCrunch's January update noted that regulators in the EU, Italy and Brazil had opened antitrust probes against Meta over the rules.
| What changed | Before 15 January 2026 | From 15 January 2026, for UAE users |
|---|---|---|
| An AI company offering its own general assistant, one that answers any question, on the API | Possible | Barred (Meta Terms, section 4.7) |
| A business using AI to serve its own customers | Allowed | Still allowed (Meta, via TechCrunch) |
| An AI company acting as a business's Solution Provider | Allowed | Allowed, but it may not use the business's WhatsApp data to train other AI models (Meta Terms, section 4.7) |
Which AI assistants are still allowed on the WhatsApp Business Platform?
Assistants that a business uses to serve its own customers are allowed: answering questions about your services, booking appointments, tracking orders, qualifying leads and handing chats to staff. TechCrunch reported that Meta "specified that this move doesn't affect businesses that are using AI to serve customers on WhatsApp", with the example of a travel company running a bot for customer service.
Meta's own pricing documentation assumes these assistants exist. It defines a service message as any non-template reply not powered by Meta Business Agent, and says these "can be powered by a 3rd-party AI solution or people (like customer service representatives)" (Meta for Developers).
| Use of AI on WhatsApp | Allowed in the UAE? | Source |
|---|---|---|
| Answering questions about your own prices, hours, services and policies | Yes | Meta, via TechCrunch |
| Bookings, order tracking, lead qualification and notifications | Yes | respond.io, reading Meta's policy |
| AI summaries and suggested replies inside your team's inbox | Yes, in respond.io's reading, because no assistant is distributed through WhatsApp | respond.io |
| A public assistant that answers anything, where the AI is the product | No, outside the markets Meta lists | Meta Terms, AI Providers page |
| Meta's own Business Agent | Yes, where Meta makes it available to your account | WhatsApp Business |
The grey zone is the "concierge" assistant that drifts from your business into general chat. respond.io's advice is to keep a bot's functions oriented towards support or transactional queries and able to "quickly escalate conversations to a human agent when needed". Because Meta decides "in its sole discretion" what counts as primary functionality, the practical reading is simple: write the assistant's instructions so it answers about your business and politely declines everything else.
Can I connect ChatGPT to my WhatsApp Business number?
Yes, through the WhatsApp Business Platform (the API), as long as the result is an assistant for your business rather than a general chatbot; no, if you mean linking ChatGPT to the free WhatsApp Business app with an unofficial tool.
On the WhatsApp Business Platform. Your developer or provider receives customer messages through Meta's API, passes them to an AI model such as one of OpenAI's, and sends the answer back as a service message.
Meta bills that reply at its service rate, which for UAE (+971) numbers is AED 0.0576 per message after the first 1,000 service messages each month on each business number, according to Meta's rate tool on its WhatsApp Business Platform pricing page, rates effective 1 October 2026.
The AI model is billed separately: Meta notes that businesses using a third-party AI solution "typically incur separate charges for AI usage from the AI provider and message delivery from the messaging solution provider" (Meta for Developers). Our breakdown of what a WhatsApp AI chatbot costs to build and run puts numbers on the model and platform lines.
On the WhatsApp Business app. Meta documents no way to plug an outside AI into the app itself. WhatsApp's Help Center says that "using these apps or linking your WhatsApp account to unofficial versions of WhatsApp violates our Terms of Service", and that your account "might also be temporarily or permanently banned" (WhatsApp Help Center); its linked-devices article adds that "linking your device through unofficial apps or websites may put your account at risk" (WhatsApp Help Center).
The official routes are Meta Business Agent inside the app, covered in the next section, or connecting the same number to the API through a partner, which Meta calls coexistence and our guide to the WhatsApp Business app versus the API explains.
The brand of the model does not change Meta's rule. What matters is the job: an assistant that answers your customers about your business is a service, while a bot that lets anyone ask anything is the product the terms bar.
Note: If the company that builds and hosts your assistant is itself an AI company acting as your Solution Provider, section 4.7 says you "may not directly or indirectly allow WhatsApp Business Platform Data" to be used "to create, develop, train, or improve" AI models, except to fine-tune "an AI Model that is for your exclusive use". Ask for that in your contract.
What is Meta Business Agent, and what does it cost?
Meta Business Agent is Meta's own AI agent for business chats, set up in the Tools tab of the WhatsApp Business app or used through the WhatsApp Business Platform, and what you pay depends on which route you use. Meta's launch post of 3 June 2026 says it answers questions about your business, makes product recommendations, "books appointments and qualifies incoming leads", closes sales and lets you decide when a team member steps in.
TechCrunch reported the same day that Meta was making the agent "available globally within WhatsApp", after nearly two years of testing in countries like India and Mexico, and also within Instagram DMs. Meta's product page, updated 5 October 2026, is more cautious: "Available to eligible businesses in select markets, with additional markets launching soon." Neither page names the UAE, so the reliable check is your own app: open Tools and look for Meta Business Agent.
According to that product page, the agent learns from your Facebook Page, past chats and website, and you can add catalogues and price lists. You choose whether it replies to everyone, only new customers or customers coming from ads, and you can flag topics it must always hand to you.
| Route | What Meta charges | Source |
|---|---|---|
| WhatsApp Business app, free | Free each month up to an included allowance; Meta does not state the allowance on the pages checked | Meta One FAQ |
| WhatsApp Business app with Meta One | Essential from USD 14.99 a month with "more access" to the agent; Advanced from USD 49.99; Expert from USD 149; Max from USD 499 | Meta Newsroom, 15 September 2026 |
| Meta One, UAE prices | Essential from Dh46.99, Advanced from Dh119, Expert from Dh359, Max from Dh1,199 a month | Gulf News, 16 September 2026 |
| WhatsApp Business Platform (API) | USD 2.00 per million tokens; a message typically uses 20,000 to 25,000 tokens, about 4 to 5 US cents; no free messages and no volume tiers | Meta for Developers |
Meta's own examples on the API: a simple four-message enquiry such as "At what time do you open?" costs about 16 to 20 US cents, and a ten-message complex one about 40 to 50 US cents. On the API these messages are charged even inside the free window that follows a Click-to-WhatsApp ad, where your own assistant's replies would not be. Our guide to WhatsApp Business API pricing in the UAE works through those numbers in dirhams.
Meta says plans, benefits, pricing and availability "may vary by region, by app, and by account", so the price you see when you start a Meta One subscription in the app is the one that counts.
When is Meta Business Agent enough, and when is a custom assistant worth it?
Meta Business Agent is often enough when your customers ask routine questions whose answers already sit on your Facebook Page, website or catalogue, and you run the business from the WhatsApp Business app. A custom assistant is worth pricing when it must follow your own booking rules, connect to your systems, answer in a dialect you have tested, or report back to you in a set way.
| Compared | Meta Business Agent | Custom assistant on the WhatsApp Business Platform | General-purpose chatbot offered on WhatsApp | ChatGPT linked to the app by an unofficial tool |
|---|---|---|---|---|
| Who it serves | Your customers, answering from your Page, past chats, website and catalogue (Meta) | Your customers, within the scope you write | Anyone, on any topic | Your customers, through an unsupported route |
| Allowed in the UAE? | Yes, where Meta offers it to your account | Yes (Meta, via TechCrunch) | No, outside the markets Meta lists (Meta) | No: unofficial apps violate WhatsApp's terms (WhatsApp Help Center) |
| Who sets the rules | You, through Meta's knowledge, personality, audience and handoff controls | You and your developer, within WhatsApp's Business Messaging Policy | Not applicable | Not applicable |
| Cost basis | App: free up to an allowance, more through Meta One; API: USD 2.00 per million tokens (Meta) | AED 0.0576 per reply to UAE numbers (Meta rate tool) after 1,000 free a month per number (Meta), plus AI usage and any provider fee | Not available in the UAE | Not applicable |
| Arabic | Meta says it replies "in your customer's local language"; its pages do not name Arabic (Meta) | Depends on the model and your own tests | Not applicable | Not applicable |
Signs that Meta's agent may be all you need:
- Most questions are about hours, location, prices and what you offer.
- One person runs WhatsApp from the app, and the volume fits Meta's free allowance or a Meta One plan.
- You are happy for Meta's controls (knowledge, tone, audience, handoff) to be the whole rulebook.
Signs that a custom assistant may be worth it:
- It must check live availability or write bookings into your own calendar or CRM.
- Many chats arrive from Click-to-WhatsApp ads, where Meta's agent is still charged on the API but your own replies inside the free window are not (Meta). See also getting real enquiries from Meta ads.
- You need tested answers in Gulf Arabic and English, a defined hand-over to named staff, and a record of what the assistant said.
Either way, the same comparison applies to cost: our guide to what a WhatsApp AI chatbot costs to build and run sets the build, platform, Meta and AI lines side by side.
What must any WhatsApp AI assistant do to stay within the rules?
It must offer a prompt, clear and direct way to reach a person, message only people who have opted in, send free-form replies only inside the 24-hour customer service window, and never mislead customers about who they are dealing with. These come from the WhatsApp Business Messaging Policy, last updated 23 September 2026, which covers both the WhatsApp Business app and the WhatsApp Business Platform.
| Rule in WhatsApp's policy | What it means for an AI assistant |
|---|---|
| "You may use automation when responding during the 24-hour window, but must also have available prompt, clear, and direct escalation paths" | Offer an in-chat transfer to a person, or a phone number, email, web support, store visit or support form; the policy lists all six |
| You may contact people only if they gave you their number or username and you "received opt-in permission" | Record opt-in before the assistant or your team sends offers or reminders, and say which kinds of message people will get |
| On the API, outside the 24-hour window "you may only send messages via approved Message Templates" | Follow-ups after a quiet day must be templates, which Meta charges by category |
| "Do not confuse, deceive, defraud, mislead, spam, or surprise people with your communications" | Say plainly that replies are automated, and never let the bot pose as a named staff member |
| "Don't share or ask people to share full length individual payment card numbers, financial account numbers, personal ID card numbers" | Block the assistant from requesting card or Emirates ID numbers in chat |
| No telemedicine or health information "if applicable regulations prohibit" it on systems without heightened protections | Clinics should keep the assistant to bookings, directions and general questions |
The policy we checked has no clause that says, in so many words, that an assistant must announce it is an AI. It does bar misleading people, so saying so is the safe reading, and in the DIFC, Regulation 10 already says people must be informed about the role of AI in decisions that affect them (see the next section).
Breaking the rules escalates. Meta's enforcement guide describes a warning first, then template blocks of 1 or 3 days, blocks of 5, 7 or 30 days on sending any messages, an account lock that only an appeal removes, and finally permanent removal from the platform. Excessive negative feedback from users can also lead Meta to limit or offboard a business.
What does UAE data protection law mean when an AI reads customer chats?
It means the UAE's Personal Data Protection Law applies when your assistant processes customers' names, numbers and messages, so you need consent or one of the law's exceptions, a privacy notice that covers the AI and its providers, and extra care with health data and transfers. This is a summary, not legal advice; for a clinic or a finance business, ask a UAE lawyer.
The UAE Government portal (updated 4 December 2025) says Federal Decree Law No. 45 of 2021 applies to processing "inside or outside the country", came into force on 2 January 2022, and "prohibits the processing of personal data without the consent of its owner, except for some cases in which the processing is necessary to protect a public interest or to carry out any of the legal procedures and rights".
It also sets requirements for cross-border transfers, which matters when the AI model runs on servers abroad.
The practical picture comes from the Chambers and Partners 2026 UAE guide (last updated 10 March 2026):
- The law is in force, but its Implementing Regulations "have yet to be issued", according to the BSA LAW chapter, which describes limited enforcement so far. Secondary guides disagree on this point, so check the current position with the UAE Data Office or your lawyer.
- Free zones run their own regimes. Businesses in the DIFC and ADGM fall under those zones' laws, and BSA LAW notes that moving personal data between the mainland and those zones "is treated as a cross-border data transfer".
- Health data has stricter rules. Under the Healthcare ICT Law (Federal Law No 2 of 2019), health information must be kept confidential and "stored within the UAE absent specific regulatory approval".
- The DIFC regulates AI directly. Its Regulation 10, enacted in September 2023, covers AI systems that process personal data, and the guide's other chapter says users and data subjects "must be informed about the role of AI in decisions that affect them".
WhatsApp's policy puts the same duty on you: you are "responsible for and must secure all necessary notices, permissions, and consents", including "maintaining a published privacy policy". In practice, name WhatsApp, Meta and your AI provider in that policy, say what the assistant does with chats, and keep transcripts only as long as you need them.
What should you check before you switch an assistant on?
Check the scope, the route to a person, consent, billing and data terms, then test with real customer messages before a single customer sees it. Use this list:
- Scope. Write down the jobs the assistant does (prices, hours, bookings, order status) and instruct it to decline anything else.
- Hand-over. Test the phrases customers use to ask for a person, in Arabic and English, and decide who picks up and when. Tell customers outside staff hours when a person will reply.
- Opt-in. Record consent before the assistant or your team sends offers or reminders as templates.
- Payment method. On the API, Meta stops delivering service messages once the 1,000 free ones are used up if no payment method is on file (Meta for Developers), so an assistant can go quiet mid-month.
- Real test messages. Collect real questions from past chats, including Gulf Arabic, Arabizi (Arabic written in Latin letters), voice notes and messages that switch language mid-sentence, and check each answer.
- One source of truth. Feed prices and policies from one document you keep updated, so the assistant never quotes last month's offer.
- Data terms. Get in writing where chats are processed, how long they are kept, and that your WhatsApp data will not train anyone else's model.
- Sensitive data. Block requests for card numbers, Emirates ID numbers and medical details.
- Review. Read a sample of transcripts every week for the first month and fix wrong answers at the source.
Can someone build the assistant for you?
Yes. Hoorax is a web studio in Al Barsha 1, Dubai, that builds WhatsApp AI assistants of the allowed kind on Meta's official platform: scoped to your business, answering in Arabic and English with your prices and booking link, and handing the chat to a person when asked. See our prices or send us your questions on WhatsApp. Hoorax will also say honestly if Meta Business Agent alone would do.
