Your WhatsApp Business app is on one phone, the chats arrive faster than one person can answer, and a provider has told you that you need "the API". You are worried about three things: what it will cost, whether you will lose your number, and whether the chat history built over years will disappear.
You may not need to switch yet, and if you do, you can keep both your number and the app. This guide sets out the differences from Meta's own documentation, the UAE costs, and the safe way to move, with every source checked on 24 October 2026.
What is the difference between the WhatsApp Business app and the API?
The WhatsApp Business app is a free phone app for answering customers by hand, while the WhatsApp Business Platform, usually called the API, is a paid connection that lets software, such as an inbox shared by a team or an AI assistant, send and receive messages on your number. Both sit under the same WhatsApp Business Messaging Policy, which covers "the WhatsApp Business App" and "the WhatsApp Business Platform" alike.
| Compared | WhatsApp Business app | WhatsApp Business Platform (API) |
|---|---|---|
| Price | Free; optional Meta One plans (Meta) | Per delivered message by category; customers' messages are free (Meta) |
| Who replies | You and up to four linked devices (WhatsApp Help Center) | Any software you connect, plus staff in that software |
| Automation | Greeting and away messages, quick replies, labels (Meta), and Meta Business Agent | Anything you build, including your own AI, within Meta's rules |
| Replying | Not subject to the 24-hour customer service window (Meta) | Free-form replies only within 24 hours of the customer's last message; templates after that (Meta) |
| Reaching out first | Business Broadcasts, available to eligible users in select countries (Meta) | Approved templates, within a daily messaging limit (Meta) |
| Blue tick | Through a Meta One or Meta Verified subscription, pending verification (Meta) | Official Business Account, on request if eligible (Meta) |
On the API you either build on Meta's Cloud API yourself or work with a partner. Meta's documentation index lists separate guides for Tech Providers, Solution Partners and "Onboard Business app users (Coexistence)" (Meta for Developers), the three ideas the rest of this guide explains.
Is the app still free, and what does Meta One change?
Yes, the WhatsApp Business app is still free, and Meta One is an optional subscription on top of it that does not touch the API. Meta's Meta One page for the app says: "The WhatsApp Business app stays free. Messaging, profile management, and core tools are not changing." On the API question, its answer is "No. This is a native subscription within the WhatsApp Business app. It does not change WhatsApp Business Platform functionality or pricing."
Meta launched Meta One on 15 September 2026, saying the core experience across its apps "has always been free, and that's not changing" (Meta Newsroom). The business plans:
| Plan | What Meta lists for WhatsApp | USD a month (Meta) | AED a month in the UAE (Gulf News) |
|---|---|---|---|
| Essential | More access to Meta Business Agent, a verified badge, a verified channel on the WhatsApp Business app, impersonation protection (pending verification) | From 14.99 | From 46.99 |
| Advanced | Team access without sharing passwords, more linked devices and business broadcast credits, more Business Agent responses | From 49.99 | From 119 |
| Expert | With Max, Meta's "highest levels of feature access and Meta Business Agent capacity" for teams | From 149 | From 359 |
| Max | As Expert, at a higher price | From 499 | From 1,199 |
Sources: Meta Newsroom, 15 September 2026; Gulf News, 16 September 2026.
Meta One is bought "per business profile or phone number", eligible new subscribers "may receive a 7-day free trial", and Meta says it is "bringing the best of Meta Verified into Meta One" while current Meta Verified subscribers see no change for now.
Meta Business Agent itself is "free to use each month up to an included allowance, with more responses available through Meta One plans" (Meta). Plans, benefits, pricing and availability "may vary by region, by app, and by account", so check the price in your own app.
For many small businesses, that is the step before the API: keep the app, try Meta's agent, and only move when you need what the app cannot do. Our guide to whether an AI chatbot is allowed on WhatsApp Business compares Meta's agent with a custom assistant.
What are the app's limits on devices, broadcasts and messaging?
The app's practical limits are people and reach: up to four linked devices on one account, and broadcasts that Meta has been moving into a limited, partly paid feature. WhatsApp's Help Center says you can link "up to four devices at a time to your primary phone", that you still need the primary phone to register and link new devices, and that linked devices are disconnected "after 30 days of inactivity".
More people. Meta's app features page describes Meta Verified as letting a business link "up to 10 devices and agents" (Meta), and Meta One Advanced adds "more linked devices". Beyond that, several people answering at once is what an API inbox is for.
Broadcasts. TechCrunch reported on 18 March 2025 that WhatsApp Business accounts "could send free and unlimited broadcast messages" until then, and that Meta would test a paid version in which merchants get "250 customized messages for free" during the pilot before paying for more.
Meta's app page now offers Business Broadcasts, which can reach people "even if they haven't saved your number", as "available to eligible users in select countries" (Meta), and Meta One Advanced lists "business broadcast credits". Meta does not publish the UAE allowance on those pages, so check the counter in your own app.
Unanswered messages. Gulf News, citing TechCrunch, reported on 18 October 2025 that WhatsApp was testing a monthly limit on messages sent to people who have not replied, aimed mainly at businesses and bulk senders. We found no Meta page confirming its current status in the UAE.
What the app does not have. Meta documents no way to connect your own software, CRM or AI to the app itself; its documented routes are Meta Business Agent inside the app, or the API, with or without the app alongside.
What does the API cost for a UAE number?
On the API, Meta charges per delivered message by category, priced by the customer's country code, and never for messages customers send you. For UAE (+971) numbers, Meta's rate tool on its WhatsApp Business Platform pricing page lists AED 0.2115 per marketing message and AED 0.0576 per utility, authentication or service message, rates effective 1 October 2026. The first 1,000 service messages are free each month on each business number (Meta for Developers).
| Message (to a UAE number) | AED | USD | Free allowance |
|---|---|---|---|
| Customer writes to you | 0 | 0 | Always free |
| Service reply (staff or your own AI, within 24 hours) | 0.0576 | 0.0157 | First 1,000 per number per month |
| Utility template (confirmations, reminders) | 0.0576 | 0.0157 | Free inside the window after a Click-to-WhatsApp ad |
| Marketing template (offers) | 0.2115 | 0.0576 | Free inside the window after a Click-to-WhatsApp ad |
| Meta Business Agent | One global USD rate; accounts billed in AED pay it at a daily exchange rate (Meta) | 2.00 per million tokens, about 0.04 to 0.05 a message | None |

Four details change the bill:
- Since 1 October 2026, replies are no longer all free. Meta resumed charging for service messages and for utility messages sent inside the customer service window on that date.
- The free window after an ad. A reply within 24 hours to someone who came from a Click-to-WhatsApp ad on a phone opens a window "for up to 7 days" in which most messages are free; our guide to Click-to-WhatsApp ads in the UAE explains it.
- Billing currency. AED billing has been available since 1 April 2026, but the currency is chosen when the Messaging account is created and "cannot be changed" afterwards, except by migrating with Meta's tools.
- A payment method. Without one, Meta stops delivering service messages once the 1,000 free ones are used up.
Provider fees come on top. The full rate table, foreign numbers and worked monthly examples are in our guide to WhatsApp Business API pricing in the UAE, and the build and AI costs are in what a WhatsApp AI chatbot costs to build and run.
Can the app and the API share one number?
Yes: Meta's coexistence option lets a business connect its existing WhatsApp Business app number to the API through a partner and keep using the app for one-to-one chats, with history kept in sync. Meta's onboarding guide says that after onboarding, businesses "can use your app to send high volumes of messages" and "can still send messages on a one-to-one basis using the WhatsApp Business app, and WhatsApp keeps messaging history between both apps in sync".
| Feature | After connecting the app number to the API | Source |
|---|---|---|
| One-to-one chats | Mirrored between app and API; chats from the most recent 6 months can be synchronised | Meta |
| Messages sent from the app | Still free, and they do not open or extend API customer service windows | Meta |
| Messages sent through the API | Charged at API rates | Meta |
| Group chats | Stay in the app but are not synchronised | Meta |
| Broadcast lists | Disabled; existing lists become read-only | Meta |
| Disappearing, view once and live location messages | Turned off in one-to-one chats | Meta |
| Linked devices | Unlinked at onboarding, then can be re-linked; WhatsApp for Windows and Wear OS are not supported | Meta |
| Sending speed | Fixed at 20 messages per second | Meta |
Three conditions matter. The partner must be a Solution Partner or Tech Provider that has set up this onboarding, the app must be version 2.24.17 or higher, and the main phone must stay in use: Meta lists "primary device inactive for approximately 14 days" as a reason a number is disconnected from the API. To disconnect on purpose, the business goes to Settings, Account, Business Platform in the app and taps Disconnect Account.
How do Solution Partners and Tech Providers bill differently?
A Solution Partner can pay Meta for your messages on its own credit line and invoice you, while with a Tech Provider you add your own payment method and Meta bills you directly for messages, with the provider billing its own services separately. That is how Meta's partner documentation describes the two models.
| Billing question | Solution Partner | Tech Provider | Direct on Meta's Cloud API |
|---|---|---|---|
| Who pays Meta for messages | The partner, on its credit line | You, with your own payment method | You |
| Who invoices you for messages | The partner | Meta | Meta |
| Provider's own fees | On the same partner invoice | Billed separately by the provider | None, but you build and host the software |
| Payment method needed at sign-up | Not if the partner extends its credit line | Yes, after onboarding | Yes |
Sources: Meta's Partners overview and pricing page, checked 24 October 2026.
Meta's comparison table confirms that only Solution Partners have a credit line, let customers "bypass payment method collection" and bill customers "directly for API usage (vs. Meta billing customers for usage)". Meta also notes that becoming a Solution Partner "is a lengthy process", which is why many smaller software companies are Tech Providers.
Neither model is better in itself. A partner invoice is simpler, while paying Meta directly shows Meta's rates without any markup. Either way, ask who pays Meta, what each UAE message type costs, and whether the platform fee is separate, before you sign.
When should a UAE business switch?
Switch when the work outgrows people answering by hand: more people need to reply than the app's linked devices allow, you want an AI assistant or your booking system to answer, or you need reminders and follow-ups sent reliably at scale. If one or two people keep up comfortably, the free app, perhaps with Meta's agent, is usually enough.
| Your situation | Likely fit | Why |
|---|---|---|
| One or two people answer, and chats are manageable | Stay on the app | Free, and not limited by the 24-hour window |
| Routine questions after hours | App plus Meta Business Agent, or a Meta One plan | Free up to an allowance, no API set-up |
| More people need to answer than the app's linked devices allow | API through a partner, keeping the app via coexistence | A shared inbox on the same number |
| You want your own AI assistant, CRM or booking system connected | API | Meta documents no connection for outside software in the app |
| Confirmations and reminders for every booking | API | Utility templates at AED 0.0576 each to UAE numbers |
| Click-to-WhatsApp ads are a main source of enquiries | API, or the app if volume is low | The API passes each chat's ad ID and click ID for tracking |
| You want the blue tick without a subscription | API | Official Business Account status is only for API numbers |
The last row comes from Meta's own rule: "We do not grant OBA status to business employees, test accounts, and WhatsApp Business app phone numbers" (Meta for Developers).
If Click-to-WhatsApp ads already bring most of your chats, our guide to getting real enquiries from Meta ads and tracking them to bookings covers how to follow each one through to a paying customer.
Before you switch, check your sending needs against the API's messaging limits.
Meta counts the unique customers you can start conversations with outside the customer service window in a moving 24-hour period: new business portfolios start at 250, rise to 2,000 once you verify the business (or send 2,000 delivered messages with high-quality templates within 30 days), then rise automatically to 10,000, 100,000 and unlimited when quality stays high and you use at least half your limit over 7 days (Meta for Developers).
Since 7 October 2025 the limit is shared by every number in your business portfolio (Meta for Developers).
Hoorax is not a WhatsApp provider; it builds AI assistants that run on the WhatsApp Business Platform, described on WhatsApp AI chatbot for UAE businesses.
How do you switch without losing your number or chat history?
Use a partner that supports coexistence, so the number stays on the app and the API together and up to six months of one-to-one chats can be synchronised; the alternative, deleting the app account and registering the number on the API, keeps the number but loses the history. Meta's migration guide sets out both routes and asks you to back up your chats first.
Route 1: coexistence (keep the app).
- Back up your chats (WhatsApp Help Center) and update the WhatsApp Business app to version 2.24.17 or later.
- Choose a Solution Partner or Tech Provider that offers WhatsApp Business app onboarding, and ask how it bills messages.
- Start the partner's sign-up flow and choose to connect your existing WhatsApp Business app account. Enter the number, then follow the prompts in the app: tap Connect, then Connect to the Business Platform, and confirm whether to share your chat history.
- Keep the app open while the partner synchronises contacts and history. Meta gives partners 24 hours to do this, or the business must go through the flow again.
- Re-link your other devices, avoiding WhatsApp for Windows and Wear OS, which are not supported.
Route 2: API only (the app stops working on that number).
- Back up your chat history. Meta warns that if you delete the app account and register the number on the API, "your existing messaging history will be lost".
- In the app, go to Settings, Account, Delete my account. Meta says messages sent to the number are queued meanwhile and that it "may take up to 3 minutes" for the number to become available.
- Register the number on the API. Meta's phone number rules say it must be owned by you, have a country and area code, be able to receive voice calls or SMS, and that you must set a two-step verification PIN.
- You cannot use that number in the WhatsApp Business app again unless you deregister it from the API.
Either way, prepare first: the templates you will need for confirmations and reminders, a record of customers' opt-in for messages you start, a payment method or partner credit line, and a display name that follows Meta's guidelines. If you run a salon, spa or clinic, our guide to WhatsApp bookings and reminders in Arabic and English has booking and reminder templates you can adapt.
Can someone help you decide and set it up?
Yes, for the assistant side. Hoorax is a web studio in Al Barsha 1, Dubai. It is not a WhatsApp provider, but it builds WhatsApp AI assistants for UAE businesses on Meta's official platform: they answer in Arabic and English with your prices and booking link, and hand the chat to your team when a customer asks for a person. Meta's message fees are billed to your own Meta account. Our prices are on the pricing page. If you are not sure you need the API yet, send us a WhatsApp message with roughly how many chats you get a day and who answers them, and we will tell you honestly whether the free app is still enough.
